I'd like some advice. A group of us, all experienced SF Bay sailors and Caribean chaterers, would like to plan a trip originating from La Paz. Is there a best time of year to go? Mark

In general, the dry season is from December through April, and this is generally considered the 'cruising' season. Squalls called 'Chubascos' are common from July through October.
You may want to verify other particular conditions in a Baja Cruising guide. There are various guides that extensively discuss weather and sea conditions of the different areas of the sea of Cortez.
You certainly will fall in love with La Paz and with the mooring places.
